Library services in Underwood have benefited from volunteer services and dedicated workers throughout its history. There are stories from "old-timers" about Edith Erickson providing reading material from serials clipped out of magazines in the early years, but the first formal public library was started in 1951 by a homemaker's club. A mill levy for library expenses was approved by the city in the 1960's. Needing more space, the library moved to a corner of the old city hall and is now a resident of the new city hall.

The Underwood Public Library joined the McLean-Mercer Regional Library system in 1989 and continues to benefit from a monthly book exchange, shared resources, and information. Public access computers have been added to the library services so residents can search the web or explore the many software programs provided. People just passing through town appreciate the service to check their e-mails.

Library services are funded by a city mill levy, an annual state aid award, grants, and donations coordinated through the Friends of the Library.
